The Treaty of Bajor was signed in late 2375 by members of the Federation Alliance and the Dominion-Breen Alliance on the Bajoran space station Deep Space 9. This treaty officially ended the Dominion War.

The End of the War and the Andorian Conference

In the waning months of 2375, the members of the Federation Alliance knew that the Dominion was reeling. The Breen energy draining weapon had been rendered useless due to adaptations made to Federation and Romulan starships, and the Dominion fleets began to retreat deeper into Cardassian space to create a defensive perimeter. With the end in sight, Allied leaders met at Andoria to discuss plans for the fate of their enemies should the Allies hold on to win the war. It was agreed that only unconditional surrender would be accepted, and the diplomats began to draft the first version of the end of war treaty.

Word of the successful Allied invasion soon reached the conference at Andoria, and the final conditions of the treaty were quickly outlined. After two long years of intense fighting, and even longer for the Klingons and the Federation, the Allies were weary and desired a quick resolution. While all three sides could agree to a plan for the members of the Dominion Alliance, they could not reach a sufficient agreement that would satisfy each of their empires regarding captured territory. The Romulans desired to keep territory they captured, or even liberated, from the Dominion, while the Federation expected their territory to be returned to them. The Klingons felt that they were entitled to much of the former Cardassian demilitarized zone that was captured during the Klingon-Cardassian War, even if the war was instigated by the Dominion. Without a clear consensus being reached, the Allied ambassadors agreed to revisit these decisions after the hostilities could be brought to an end. Despite the cordial appearance, the relationship between the three sides were as icy as the planet around them. They elected to disband and reconvene at a later date, and set out for Deep Space 9 to meet the returning fleet.

Aftermath of the Treaty

With the signing of the treaty, hostilities between the Allies and the Dominion were finally at an end. But there was still much more to be discussed between the members of the Federation Alliance. In the Treaty of Bajor, Cardassian assets were ceded to the members of the Federation Alliance, and it was these assets which were considered still up for grabs. The Romulans insisted on keeping the territory they captured during the fighting, and the Klingons demanded heavy reparations from the Cardassians. The Federation, however, wanted to see a return to status quo ante bellum, with the exception of the restrictions placed on the Cardassian military.

Ultimately, the three members of the Alliance were able to reach an agreement. The Romulan Star Empire returned their occupied territory to the Federation and the Cardassian Union. In exchange, they were granted limited access through Federation space for the purpose of using the Bajoran Wormhole. The Klingon Defense Force was in such disarray that even if they had wanted to keep the occupied territory, it would be impractical for them to do so. They agreed to return the occupied territory to the Cardassian Union in exchange for confiscated ships and mining rights in Cardassian territory. The Federation would return all occupied territory to the Cardassians, with the exception of territory ceded to them by an earlier treaty.

The Romulans, upset with the result of the agreement, refused to help rebuild the Cardassian Union. They withdrew their forces back to Romulan territory, and the Neutral Zone remained in effect. The cordial relations with the Federation dissolved soon after.

The Klingon Empire returned to their territory with their confiscated Cardassian ships. These would become a supplementary force to bolster their defenses while they concentrated on rebuilding the fleet.

The Federation remained in the best position economically by the end of the war. New trade agreements with the Ferengi under Grand Nagus Zek, and extended by Grand Nagus Rom, left them in a position well suited for the reconstruction of Cardassia. It would be a long process, but with the Federation’s help, the Cardassian Union was able to stabilize under a civilian government and return to regional prominence. The Demilitarized Zone that had been such a prominent part of the hostilities leading up to the war was disbanded.

The Bajoran Republic remained independent for several years following the end of the Dominion War, but talks resumed with the Federation to accept Bajor as a member. Eventually Bajor was admitted into the Federation, and special regulations were put into place for the administration of the wormhole zone.

The Female Changeling was tried in a Federation court for her war crimes during the final chapter of the war. She was found guilty of all counts, and was sentenced to life imprisonment.
