The Chief of Fleet Operations is the title of a senior member of the Fleet's hierarchy, who is in direct charge of all starships and starbases within the Fleet. They have the responsibility to represent the Commanding Officers under them on the Pegasus Fleet Admiralty, to manage and delegate responsibilities to any Task Group Commanding Officers and to ensure that disciplinary actions are taken on any COs for any actions or inactions which require such a result. They are also primarily responsible for the review and acceptance or denial of any application for a member of Starfleet to become a new Commanding Officer within the fleet.

The position of Chief of Fleet Operations is not a permanent position, and is set to be replaced by Task Force Commanding Officers when the fleet reaches the size to support them.
