Below are the standing orders for the Department of Personnel and Recruitment, which are currently composed of separate standing orders for the Department of Personnel Management and the Department for Fleet Recruitment, pending a rewrite to merge the two documents following the merging of the fleet department in a recent restructure.

Department of Personnel Management Standing Orders

DPM Staff

  1. Director - Responsible for the overall management of the department and a member of the Pegasus Fleet Admiralty. The Director will be responsible exclusively for the following duties:
    1. Managing CO Applications
    2. Deleting rejected CO Applications
    3. Transfers between active sims.
    4. Appointing Support Staff
    5. Dealing with all PFA related Personnel Matters.
    6. Sending in Monthly Reports to the CO’s and Admiralty.
    7. Maintaining the LOA Log on the Pegasus Fleet Wiki.
  2. Personnel Officer - assigned specific duties as related to the Personnel Management Department in the following titles:
    1. Support - Supports the Director by keeping the DPM website up to date with content related to sims, recent news, and other important information regarding the department.
    2. Placement - Supports the Director by assisting with seeking placement for pending applications and transfers. The Placement Officer will also be responsible for direction of Task Force Liaisons and filling in as necessary.
    3. Awards - Supports the Director by assisting with the development and management of the awards system. Also serves as a Liaison with various levels of the fleet as necessary for the approval process.
    4. All Personnel Officers must submit a monthly report to the Director.
  3. Senior Personnel Officer - Selected from one of the “Personnel Officer” positions the Senior Personnel Officer will serve as the de facto “Deputy Director” in addition to their duties as Personnel Officer:
    1. The Senior Personnel Officer shall serve as Acting Director of Personnel when the DPM is not available.
    2. The person serving in this position may be asked to serve in additional capacities if needed within the Department on a temporary basis.
    3. This position as serving as de facto “Deputy Director” will be approved by a vote of the Pegasus Fleet Admiralty (PFA).
  4. Task Force Personnel Liaison - Each task force may be assigned with cooperation of the TFCO a Liaison.
    1. As Task Force Liaison they will work with the COs to provide information about priority crew openings, sim information, and etc to assist in quicker placements through DPM.
    2. Task Force Liaisons will have no other duties besides keeping information regarding their TF simms up to date and will not be involved in the actual transfer or awards process.

Department Procedures

  1. Player Requested Transfers - A request made by a character from an active sim to a new sim of their choice.
    1. Shall be handled by the Director due to the need for coordination for appropriate approvals.
    2. Shall require the approval of the receiving CO.
    3. Shall require the approval of the Task Group CO if within the same Task Group.
    4. Shall require the approval of the receiving Task Group CO and Task Force CO if within the same Task Force.
    5. Shall require the approval of both Task Force COs involved as well as the receiving Task Group CO.
  2. Administrative Transfers - Transfers resulting from closure of a Sim, resignation of a CO, etc.
    1. The Director will contact all players pending transfer and allow them up to seven (7) days to make contact to the department with the following options:
      1. Command Application
      2. Resignation (Deletion of Character)
      3. Transfer to Sim of Choice
        1. Requires approval of receiving CO & DPM only.
      4. Transfer with assistance of DPM placement.
    2. If DPM placement is requested from the player the Personnel Officer for Placement (Placement Officer) will search for an appropriate position within the Fleet and notify the CO and Player.
      1. The Director should be made aware of all progress in regards to placements by the Placement Officer to prevent duplicate efforts.
    3. Should a player not respond within the time allowed they will be deleted with reason of “No Response”.
      1. Deletion should be done by the Director of Personnel and not by the Placement Officer.
  3. Awards System
    1. New Award Ideas - shall be accepted from any member of the Fleet and should be submitted to the Awards Officer & Director. Award ideas shall follow the following process:
      1. Investigation - Check for awards already existing that fit the same purpose, need for award, etc.
      2. Editing - Clean up the award description and requirements as needed including additions and deletions as necessary.
      3. PFA Discussion - Awards submission will be placed before the PFA by the DPM for discussion and eventual vote.
    2. Awards Submissions - it will be the responsibility of the Awards Officer to investigate all awards submissions as necessary to make sure that the appropriate award is being given, with the proper authority, and meeting all requirements. Additionally all awards requiring approval by the PFA will be forwarded for discussion/vote.
    3. Awards Review - from time to time the DPM may direct the awards officer to assist in reviewing the current award system for the purpose of improvements of the overall system.

Department Response Goals

  1. Director - The Director of Personnel Management shall strive to at all times respond to all requests made to him/her within a 24 hour time period.
  2. Senior Personnel Officer/Deputy Director - The Deputy Director shall strive to at all times respond to all requests made to her/him within a 24 hour time period.
  3. All Personnel Officers and Liaisons should have no more than a 48 hour response time to E-Mail requests.
  4. All placement requests will be answered as soon as possible and a 72 hour time period will be the goal for all placement requests from the time of acknowledgement.
  5. Definition of response - A response does not indicate that they will have completed action on the request a response is that they acknowledge the request and give an appropriate and timely deadline for completing the action.

Personnel Requirements

  1. The Director must be notified of all Leave of Absences for members of the department.
  2. Personnel should notify the director if at anytime they cannot fulfill the response goals or may have an extended time before response due to other commitments.
  3. Characters - as listed by position below:
    1. Director - as a member of the PFA must hold rank of Commodore or higher and have an Admiralty character.
    2. Deputy - shall have the rank of Captain or above and may create a character for that position.
    3. Additional Personnel - shall use their most senior character/rank within the fleet.

Department of Fleet Recruitment Standing Orders

Section One – Command Personnel

  • Section 1.1 - Duties of The Director
    1. Member of the Fleet Admiralty.
    2. Responsible for the operations/selection of the Recruitment Department (Technicians, Attaches, Adverts and exchanges).
    3. Assignment of Attaches to Task Forces.
    4. Overseeing the maintenance of the Recruitment website.
    5. Recruitment, training, organisation and administration of the Support Staff of the Department.
    6. Sending of Fleet level adverts to the Yahoo Groups at least Twice a Month with a minimum of 100 ads sent a month
  • Section 1.2 - Duties of the Deputy Director Of Fleet Recruitment
    1. The Deputy Director will assume the full powers, duties and responsibilities for the Director during an (E)LOA and/or AWOL.
    2. The Deputy Director must be able and willing to administer/train the Support Staff and be an integral part of the selection process
    3. The Deputy Director will be directly responsible for the answering of CO inquiries of a minor nature.
    4. Shall investigate all claims of legal violations of a Staff member under their Jurisdiction.
    5. In absence of a Task Force Attaché, He/She shall be responsible for maintaining and ensuring the link between TFCO/TGCO and the Department are maintained. In absence of an Attaché He/She shall also send TF level adverts to the Yahoo Groups at least Twice a Month with a minimum of 50 ads sent a month
  • Section 1.3 - Duties of the Task Force Attaché
    1. Shall be responsible for the guidance of new Commanding Officers to their designated Task Forces, if requested to by either TFCO/TGCO/Academy Commandant or by the Commanding Officer in question
    2. He/She shall send TF level adverts to the Yahoo Groups at least Twice a Month with a minimum of 50 ads sent a month
    3. Shall have input on Task Force recruitment strategies for their respective assignments.
    4. Shall give input on the development and changes to the Recruitment Strategy as a whole.
    5. Shall serve on the Recruitment Department Senior Staff, and vote on items as asked by the Director and/or Deputy Director.
    • Section 1.3.1 - Removal of a Task Force Attaché
      1. Should a Task Force Attaché fail to make regulator reports to His/Her Superior, fail to conduct his duties as required under these polices or fail to respond to an email with in the time frame permitted under the Pegasus Fleet Policy. This officer is subject to removal or demotion in rank. It shall be the duty of the Director of Recruitment only to remove a Task Force Attaché, and is solely responsible for the investigation that leads to this decision.
  • Section 1.4 - Recruitment Chain of Command
    1. Director Of Fleet Recruitment
    2. Deputy Director Of Fleet Recruitment
    3. Task Force Attaché
    4. Senior Recruitment Technician
    5. Recruitment Technician
  • Section 1.5 - Recruitment Department Senior Staff
    1. In order to further communication between the various Attaches and Technicians and to ensure that items are handled in a timely manner the Director shall form a Senior Staff made of the following personnel:
      1. Director Of Fleet Recruitment
      2. Deputy Director Of Fleet Recruitment
      3. Task Force Attaché
      4. Senior Technician (Rank Of Commander)
    2. The Staff shall discuss new technicians
    3. The Staff shall review new strategies and advert edits and approve them before approval.
    4. The Staff shall review all new policies to be adopted and make changes if need be.

Section Two - Requirements to Apply For Department Position (Excluding Director and Deputy)

  • Section 2.1 - Requirements to become a Task Force Attaché
    1. Must have a minimum of 6 (six) months of Pegasus Fleet Experience.
    2. Must hold the minimum rank of Lieutenant Commander.
    3. Must have been a Commanding Officer
    4. Must demonstrate through application desire and ability that conforms with the goals and aspirations of the Pegasus Fleet and the Department of Recruitment.
  • Section 2.2 - Requirements to become a Recruitment Technician
    1. Must have a minimum of 4 (four) months of Pegasus Fleet Command Experience, and hold an active sim in Pegasus Fleet.
    2. Must hold the minimum rank of Lieutenant
    3. Must have no current strikes or disciplinary actions issued by the Judge Advocate Generals Office. (This requirement may be waived under the advisement of the Director)
    4. Must have no current strikes or disciplinary actions issued by the Judge Advocate Generals Office.
    5. Must demonstrate through application desire and ability that conforms with the goals and aspirations of the Pegasus Fleet and the Department of Recruitment.
