The Luna-class starship was a vessel constructed with a heavy emphasis on exploration and scientific discovery, and was in service to Starfleet since the late 24th century. Each vessel had an average crew of 350 individuals and was approximately 450 meters long. Starfleet designed the Luna-class to accommodate the most diverse crew in the galaxy.

Initiated in 2369 in response to the discovery of the Bajoran wormhole, the Luna-class project was originally conceived for leading a planned Starfleet wave of deep-space exploration in the Gamma Quadrant. Designed by Dr. (Commander) Xin Ra-Havreii, a Starfleet theoretical engineer at Utopia Planitia on Mars, the Luna-class was to be the newest-generation long-range explorer, a starship not built specifically for combat, but like the Constitution-class of the previous century, a vessel designed for a long-term multipurpose mission into uncharted space. It was the intention of the design team to equip vessels of the class with modest, conventional tactical systems (such as deflector shields; phasers; quantum torpedoes), with the ships state-of-the-art propulsion and cutting-edge scientific equipment her real strength.

Testing on the prototype vessel of the class, the USS Luna, had begun as early as 2372, with construction of the first batch of Luna-class starship due to begin by the end of the following year. Circumstances beyond the control of the teams at Utopia delayed the project significantly when contact with the Dominion resulted in an outbreak of hostilities, leading to the Dominion War. As Starfleet redirected its shipbuilding resources to the production of vessels better suited to combat, the Luna project was mothballed.

Upon the war's end in late 2375, Dr. Ra-Havreii correctly judged that the Federation's cultural psychology would eventually shift back toward its pre-war ideals, and pushed to have the Luna-class revisited as a major step toward resuming Starfleet's mission of peaceful exploration. Construction of an initial fleet of twelve Luna-class vessels was completed by the end of the decade, with the most notable ship of the class, the USS Titan, offered to William T. Riker of the Enterprise.
