Richard Gates is a human Starfleet officer serving the 11th Fleet. As a Commodore, Gates was one of many officers-in-charge of missions in the galactic south, and issued orders from Starfleet Command to a number of ships within that operational zone. He was appointed to the position of the 11th Fleet's Chief of Fleet Operations in 2391 with a promotion to Rear Admiral, which saw him take a position in the chain of command directly above the commanding officers within that fleet, and a seat on the fleet's Admiralty board.
