Starfleet Security is a branch of Starfleet that is responsible for defending the Federation from outside threats, and for conducting criminal investigations. The people in charge of this division of Starfleet take their job very seriously due to the nature of their work.


History

Beginnings

Starfleet Security began in 2133, the next year after Starfleet itself was born on United Earth. It began so much earlier than the other divisions of Starfleet because of the need for Security around any area, and Starfleet Headquarters was no different. A security division was made around 8 months after the creation of Starfleet itself.

The security situation was somewhat rocky in the beginning as Human purists wanted nothing to do with the stars, and wanted to kill all aliens on the planet. Starfleet Security was responsible for tracking these people and, if they had indeed committed a crime, bringing them to justice. As Starfleet began to meet more people and discover more phenomena and planets, most of them faded into silence and were happy with what was being brought back to Earth.

However, during the 2150s, an uproar was caused by the cloning of a half-Vulcan half-Human child which was put to death. Starfleet Security and its officers--then called Armory Officers--were called into action and sent to find the terrorists. Security succeeded and placed them in prison where they received the necessary therapy to reassimilate them as functioning, productive members of society. Starfleet Security was present at both the signing of the Coalition of Planets and the Federation Charter.

Starfleet Armory Officers had their hands full in the late 2150s as the Earth-Romulan War started and lives were lost. Armory officers and MACOs alike took down targets with phasers at long distance, only to see the corpses vaporized by their xenophobic enemy. When it was finally over, the members of the Coalition signed the Federation Charter.

Start of the Federation

The Federation began a new era for Starfleet Security as it was no longer responsible for just United Earth, but also Andoria, Vulcan, and Tellar Prime. The questions began of what was Starfleet's job and what was planetary police force, whose job was it for the Federation embassies, etc. It eventually became agreed that interstellar law was Starfleet's purview while planetary law belonged to the local police agencies, which is still in effect to this day.

In late 2173, the a group of Andorians began to attack other planets of the Federation. Starfleet Security asked a small group of the Andorian law enforcement to assist them in apprehending the terrorists. They were unsuccessful and the Andorians in question left their homeworld to become known as the Andorian Alien Resistant Group which was still operating in the 2300s until the Dominion War.

2200s

In the 2200s, Starfleet Security saw a whole new set of problems as more and more species were applying to the Federation. The head of Starfleet Security warned that some of them could be dangerous to the Federation way of life, but to their delight no such danger manifested itself.

Externally, throughout most of the 2200s, Starfleet Security was dealing with Klingon attacks along the Klingon Neutral Zone. War seemed eminent, and the whole of Starfleet was readying itself for the coming war. However, this outcome was averted due to the Organian Peace Treaty that involved Captain James T. Kirk and Commander Spock of the USS Enterprise.

Talks began of folding the MACOs into Starfleet, which Security was vehemently against. The other departments of Starfleet were not happy about this either, as not one Starfleet admiral wanted the MACOs to become part of Starfleet. At the yearly Starfleet Security Council in 2293 Captain Spock gave information on the diminished status of the Klingon Empire due to the destruction of the moon Praxis. Some, including Admiral Cartwright, were of the opinion that the prudent course of action would be to attack the Klingons, defeating them once and for all. An attempt to sabotage the peacetalks at Khitomer was enacted, however it was stopped by the crew of the Enterprise.

2300s

In 2320, much to Security's outrage, the MACOs were folded into Starfleet by the Federation president and became the Starfleet Marine Corps. This caused many hard feelings and a lot of resentment overnight, particularly from Starfleet Security and the Sciences areas. The talks began of what responsibility belonged to who, and who would do what, etc. Ever since, Starfleet Security has regarded the Marines with scrutiny and a bit of resentment, and there has been a rivalry ever since.

In the 2350s a secret group of personnel took part in an illegal operation to develop a Starfleet phasing cloaking device which was in violation of the Treaty of Algeron. The USS Pegasus was assigned to test it in 2358 but the operation ended in disaster when the Pegasus phased into an asteroid, killing all aboard, though Starfleet Security did not know. In the year 2370, the head of Starfleet Security at the time ordered an operation the retrieve the experimental cloaking device.

In 2367, Starfleet Security was concerned of a possible conspiracy at the heart of Starfleet itself. However, it becomes apparent that not only is a Klingon exchange officer the only one involved in the plot, but also the entire thing was orchestrated by one person to spread fear of Klingons and Romulans, to show that only by remaining within its own borders can the Federation remain safe. Eventually, Vice Admiral Henry stops the hearings and brings order to Starfleet once again.

In 2372, Admiral Leyton made Benjamin Sisko acting head of Starfleet Security, in reaction to the seeming Changeling infiltration of Starfleet. In this authority, it was discovered that Leyton was using a bombing of the Antwerp Conference as an excuse to enact martial law by instilling paranoia about the Founders and the Dominion. Leyton's conspiracy was brought to light, and, upon his resignation, martial law was lifted.

The rest of the Dominion War was rocky as phaser sweeps and blood screenings were implemented aboard all Starfleet and government facilities. Because of the Founders' abilities, it was imperative to find the infiltrators as quickly as possible. This created an atmosphere of slightly elevated fear and paranoia, in addition to the war that was already going on. Once the war was won, Starfleet Security implemented more intricate security screenings, such as retina scans combined with hand and voice scans. The combination of these scans seemingly assured that no one without the proper biology would be able to access certain areas, since these areas were beyond the Founders' abilities to duplicate.

In 2380, much to Security's displeasure, Starfleet began sending aid to the devastated Romulan Empire and attempted to negotiate for the re-establishment of government. The weakened state of the Empire causes the Klingon Empire attempt to expand its territory into systems formerly annexed by the the Romulans in the past. In 2385, the Klingons recover from their losses from the Dominion War, and looks towards the Gorn border for expansion. The posibility of Federation intervention is all that stops a Klingon-Gorn War. Several skirmishes continue, however, causing personnel in Starfleet Security to voice concern over the possible war.

Divisions

Starfleet Security

The main part of Starfleet Security is responsible for the security at all Federation government facilities such as the Palais de la Concorde. However, this is not the case with embassies as Security and Marines both make up the security squads at those facilities. A special division of Starfleet Security provides constant protection for the Federation president and constantly guard the Chateau Thelian and the Presidential Office.

Starfleet Security sometimes works very closely with Starfleet Intelligence in order to prevent outside threats from harming the Federation. In these cases, both admirals meet with the Starfleet Chief of Staff. These meetings are classified at top secret and are recorded only for posterity, the recordings hidden until 50 years after the last admiral present at the meeting has retired.

In order to assist with security issues, the Starfleet Security Council meets once a year. The people involved are the Federation president, the Directors and Deputy Directors of both Starfleet Security and Starfleet Intelligence, the Starfleet Chief of Staff, and members of the Federation Security Council, a part of the Federation Council itself. This body meets once a year to discuss possible threats to the Federation, both internal and external.

Security Officers are often tall and imposing, more muscular than the ones in Science or Flight Control, for example. This is not the constant, though and they can at times be deceiving in the amount of strength they have. They must also have a thorough knowledge and understanding of the rules and regulations of Starfleet so as to enforce them appropriately without either abusing their position or "being too soft" and good marksmanship and hand to hand combat is imperative. They enforce Federation law onboard starships and starbases, and also interstellar law on planets. However if, for example, a criminal has broken Betazoid law it remains a Betazoid matter.

Starfleet Security Codes And Protocols

Alpha Four Seven Authorization
Security code clearance required to access Starfleet subspace secured channels aboard a starship, normally reserved for the command crew of the ship.

Auto-Phaser Interlock
A computer control subroutine that allowed for precise timing in the firing of ship-mounted phasers.

Blood Screening
Medical test used by Federation personnel to identify shape shifters. This was considered necessary because of the possibility that shape-shifting Founders had taken humanoid form and infiltrated the Federation and other Alpha Quadrant powers. The test involved removing a small sample of blood from an individual’s body. If the individual was a changeling, the blood would revert to a gelatinous orange liquid.

Brain Circuitry Pattern
Medical diagnostic image mapping neural activity in a Humanoid brain.  The BCP of each individual is unique and thus serves as a positive means of identification.

Dampening Field
Energy field that inhibits transmission of most forms of energy, including communications. In 2371, a dampening field was activated on Deep Space 9 as part of a Level 1 counter-insurgency protocol. The Dampening field remained in effect until the station staff was able to overload the station’s power grid.

Emergency Procedure Alpha 2
Emergency protocol used aboard Federation starships. Alpha 2 disengaged all shipboard computer control and placed the ship’s systems on manual override.  Counselor Troi, in command following the ship’s collistion with a quantum filament on stardate 45156, ordered this procedure put into effect.

Level-1 Personnel Sweep
Scan protocol on a Federation starbase initiated to locate any personnel in an area of the station. A security officer can ask the computer to run a level-1 personnel sweep of all pylons on stadate 46853 to make sure an evacuation order is obeyed.

Level-2 Security Alert
It is enacted when hostile intrusion inside the ship might be expected. During a level-2 alert, armed security officers are stationed on every deck.

Security Access Code
Password used by Starfleet personnel to provide positive identification when requesting restricted computer functions or information.  Both the password and the user’s voiceprint were used to confirm the user’s identity. Security codes were changed occasionally. An example of a security code for a captain is “alpha-alpha-gamma-red-nighthawk-1-9”

Warning Beacon
Transmitter intended to inform nearby space vehicles of a potential hazard. Warning beacons are placed around planets to warn of such things as native life forms reproducing by mutating unsuspecting visitors.
