Moss/Sandbox/Starfleet Intelligence (SI) is the department of Starfleet that is tasked with gathering, processing and analyzing national security information from around the galaxy. The main facility is located in the old Central Intelligence Agency headquarters located in Langley, Fairfax County, Virginia, U.S.

Moss/Sandbox/Starfleet Intelligence is headed up by the Chief of Starfleet Intelligence, who reports directly to the Commander, Starfleet and the President of the Federation.

Unlike the Federation Security Agency, SI has no domestic law enforcement function and is focused on external intelligence collection. Moreover, it is the only agency authorized to carry out and galactic covert action. It can, for example, exert foreign political influence through its tactical divisions, such as the Special Activities Division.

History

Starfleet Intelligence was originally a division of Earth Starfleet. In 2154, they discovered the Klingon Empire had established a genetic research facility on Qu'Vat colony. The Enterprise NX-01 used this valuable information when attempting to rescue Doctor Phlox, who had been abducted by the Klingons.

In 2155, SI agent Gannet Brooks, posing as a reporter, reconnected with Travis Mayweather, with whom she had previously been engaged in a relationship, in an attempt to gather intelligence on the xenophobic terrorist group Terra Prime. When Lieutenant Reed discovered that Gannet had reprogrammed her universal translator to secretly eavesdrop on the conversations of the Coalition of Planets delegates, the crew of Enterprise began to suspect that she herself was a spy for Terra Prime and placed her in the brig. Gannet later confided in Mayweather that she worked for Starfleet Intelligence, telling him that she could not reveal her identity lest the actual Terra Prime operative find out. Mayweather, however, did not believe her until it was revealed that Ensign Masaro was the real spy.

In 2268, Starfleet Intelligence released a report to the Federation Security Council that informed them that the Romulan military were using the Klingon D7 class battle cruiser design for the construction of their own starships.

Mission Types

Unfriendly Military Movement, Strength, and Locations (UMMSL)

This category of operation covers the monitoring of unfriendly military Fleet movements, the strength of the Fleets, the location of bases and ground forces concentrations. This can reveal their strength and capabilities to wage war. These are parameters by which often the intent to wage war can be measured. Best achieved by being a watcher, the use of listening posts and monitoring stations. Information can be gleamed from any source including commercial traffic tactical scans. Border patrol sensor readings. On occasion, if sanctioned by SICOM, a clandestine cross border operation can be launched. This is coordinated by an Intelligence officer who is assigned to a sector with a small support unit.

Enemy Weapons Development and Proliferation (EWDP)

This category covers the monitoring of military technological development of friendly and unfriendly species or enemy factions. Normally Intelligence operatives using an undercover or clandestine type of operation gather this type of information. This would be specific to a technology that gives an unfriendly or a dangerous faction the ability to commit mass destruction or hold a significant technological advantage over the Federation.

Alien Technology Assessment (ATA)

This covers the investigation of unfriendly technology or artifacts. The aim is to ensure that Starfleet have no surprises in the field of combat. That they are aware of the unfriendly species combat capability and ability to detect cloaked ships or the like. This is a constant work in progress as unfriendly species introduce upgraded or new systems.

Assessment of Foreign Friendly Internal Defence Capabilities (Non-Federation) (AFFIDC)

This is usually a mission triggered from Federation council policy. The intelligence officers locate to a friendly non-federation species to assess their ability to defend themselves from a potentially aggressive neighbour. This will often be an up front raconteur prior to the arrival of Marines unit which is assigned to provide training and tactical assistance for that species. The information gathered ahead gives the units valuable insights into the type of mission they are embarking upon. This covers cultural information as well as tactical.

New Frontier Risk Assessment (NFRA)

This mission type is generally carried out by the SI support ships that have entered uncharted areas of space. The mission is to gather tactical data of any kind and ensure the information is sent to SI for analysis and recording.
