Unlike regular Star Fleet Security, the SFCIS has its own planetary units, and starships that are under the command of the Director who is based at Star Fleet Command on Earth.
The SFCIS uses specialist police, and intelligence training to investigate criminal activities and apprehend suspects and fugitives within the Federation Borders. USS Fearless' mission is to patrol Federation borders and escort prisoners to correction centers found throughout Federation space. The SFCIS is similar to 20th and 21st century Navy Seals/Secret Service. The Crew of Starbase Phoenix goes in and gets the job done; if a captain turns renegade, or a ship is commandeered, it is SFCIS obligation to pursue and bring in the suspect(s).
